Looks right to me. Users, Add New with mailbox, select template, then enter details and Save.
Had something like this in a mock. Order is: select Users, Add New with mailbox, pick template, fill user details and Save.
Its C and D for me. Expressway lets you register remote endpoints plus gives session-based access to collab without VPN, so that's why I picked them. Not 100% sure about C though, since full monitoring might be more CUCM's thing. Let me know if you think I'm missing something.

I went with selecting Users, then the template next, Add New with mailbox, and finally user details/Save. Saw a similar option arrangement in some practice tests, so that's what I stuck with for this one.
