Its A. Only local routes get through with that distribute-list, not external ones. Pretty sure that's how the ACL matches.
My vote is it's B. If there's an outbound distribute-list that's too restrictive, it could block both local and external routes from being advertised. Saw something similar in a practice test where nothing got through due to the ACL.
