Nah, I think it's A. B's a common trap since the service needs to run, but config-wise Hunt Pilot Queuing comes first.

Not B, it's A. You have to set up Hunt Pilot Queuing first before any call queuing config is possible in CUCM. Seen this in lab and doc, pretty sure that's the step the question wants.
A tbh, had something like this in a mock. Hunt Pilot Queuing has to be set before you can enable the actual queue feature. B is just the service, but A is the config step. Pretty sure that's what they want here.
