Nah, I think it's A. B's a common trap since the service needs to run, but config-wise Hunt Pilot Queuing comes first.

A tbh, had something like this in a mock. Hunt Pilot Queuing has to be set before you can enable the actual queue feature. B is just the service, but A is the config step. Pretty sure that's what they want here.
