D , since Route Group and Route List combo is what I always use for sending prefixes to specific gateways. I don't see why translation pattern is needed if you set up your gateway routing cleanly. Trap might be thinking translation pattern avoids a route pattern, but Route List can handle it directly.

A tbh, since you can't add new route patterns. Translation patterns aren't route patterns technically, so using CSS with a translation pattern for 9713 fits the nitpicky condition in the question.

I don’t think it’s A, I’d pick D. Feels like Route Group and Route List is meant for directing calls to different gateways by prefix, so 9713 would go to the secondary gateway with that setup. Translation patterns seem extra here.
A shows up a lot in exam reports when the goal's to redirect certain numbers but no new route patterns allowed. Translation pattern with CSS handles the reroute for 9713. Unless I missed something obvious, it's A.
