D -SDDC Manager has to be at the target version so it can pull in and orchestrate the other bundle upgrades. Not 100% but that's the typical VCF workflow logic here, unless there's something weird with repositories. Agree?

D imo, this matched a mock I did where only SDDC Manager bundle appeared until it was upgraded first.
