What is the primary purpose of Bring Your Own IP (BYOIP) in Oracle Cloud Infrastructure (OCI)?

C is right here, it's about using your own IPs from an external block in OCI. I've seen similar questions on practice tests, never seen D linked with BYOIP. Happy to hear if anyone has a different take though.
Option C is it. The key with BYOIP is letting you use your own IP ranges (ones you already own) inside OCI, not just Oracle's pool. Sometimes people mix this up with leasing from Oracle (A), but that's a different process. Let me know if you see it another way.
C imo, pretty sure that's what the OCI official guide says. If the question had said "most secure way" instead of "primary purpose", would that change which option is right?
B or C, saw both picked on a similar mock. Not sure which is flagged correct on exam.

B maybe? I figured it's about Oracle giving you extra IPs for your resources. I don't remember seeing BYOIP letting you use external ranges in the docs, so went with B. Not totally confident though, so if anyone's got proof for C let me know.
