Probably A since OCM only treats VMs you pick for migration as Inventory Assets, not just anything it finds automatically. If they haven't been selected, they're not counted that way. Pretty sure that's what exam guides say.
Pretty sure it's A, since only the VMs you've actively marked for migration in OCM are given the Inventory Asset tag. Saw a similar question in the official guide and practice test. If you want to double-check, check Oracle docs or try it out in a lab environment. Open to corrections if someone has different experience.

C or A, but if the keyword is "best" and they're talking about VMs actually being chosen for migration, then A makes sense. But if the question meant all discovered VMs regardless of migration status, C would be right.
