I've seen similar questions on exam reports and I keep picking B and D. The preinstall package should set kernel params, and Enterprise Manager usually doesn't need static service registration to restart instances, at least in recent versions. Pretty sure about this but open to correction.
On this, is anyone sure if C flips if the system was actually prepped with a custom kmod or manual kernel tuning post-preinstall? Seems like A and C are true unless there's extra config outside just the package, which some shops do.

And the preinstall-19c package doesn't fully cover all the Net-related kernel tuning needed for Data Guard, so C is right. B feels like an easy mistake if you just go by install docs but misses Data Guard nuance.
B . Whenever I did Data Guard setups, installing oracle-database-preinstall-19c seemed to cover all the needed kernel params for Oracle Net. Could be missing some special edge case, but B looks right to me, unless Oracle changed things recently.
