Section 10.5.2, 'Information and knowledge': This section distinguishes between data, information, and knowledge, and introduces the concepts of tacit and explicit knowledge. It states, "Tacit knowledge is personal, context-specific, and therefore hard to formalize and communicate... Explicit knowledge is codified knowledge that can be transmitted in formal, systematic language." The effort to move from tacit to explicit is a core tenet of knowledge management.
Section 10.5.3, 'Knowledge management': This section explains that knowledge management involves turning "personal information and experience into collective knowledge that can be widely shared". This transformation from personal (tacit) to collective (explicit) inherently requires an investment of effort.
